This problem may be due to the way Microsoft classify Braille displays, A change to discovery settings in Windows may help to get the Braille display to show up in Windows.
From the Bluetooth device settings screen, press tab until you get to the Bluetooth devices discovery combo box. By default, the option is set to default. Change the setting to advanced and you should be able to add the device.
1. Windows key for start menu.
2. Type bluetooth and press enter.
3. Tab over to “show notification to connect using swift pair button”. This should be checked.
4. Tab twice. JAWS will read: Bluetooth devices discovery combo box: Default.
